The capital, seat of political power, the satta game! Republic and Independence day parades. Golgappes. Punjabi Dhaba khana! Chandni Chowk, 10 Janpath! Cheap affordable housing. HOT SCORCHING summers, COLD CHILLING winters. Pollution. Not very friendly neighbors, Chai in earthern pots! Ambassadors (cars here!). Black Cats! Sonia Gandhi! Road Rage, Traffic Jams, but how good is the traffic sense here?

Unhappy Traffic rules

This is my first ever attempt to raise these issues on an online forum. In fact this is my first attempt at any online forum.
After driving for almost 26 years in Delhi, Mumbai, Almost in all the regions of India, United states, Europe and UK, I have always wondered - who frames the traffic rules in a city?
Specially who frames the traffic rules in New Delhi?
DO they ever consult the general public?
Is it always the blue/red light on top, flag bearing, chauffeur driven bureaucrats of Delhi, who never really see the speed at which their own vehicle is being driven?
Do they feel that all of the more than 15 lakh car and 2 wheeler drivers in Delhi are incompetent to be able to contribute fruitfully towards framing of such rules as will make it safe to drive in Delhi.
Is the only purpose of traffic challans, to generate revenue for the Delhi administration?
Can we not use these occasions (challans) to also educate the violators?
I have some ideas and I believe many of other forum users will also be able to contribute substantially. Can we put these ideas together and can they be presented to the right authorities?
