Time to Make Lane Driving a Must

Enforcing lane driving to reduce the number of road accidents is likely to be the next big j u d i c i a l move in the city.

Delhi High Court on Thursday made known its displeasure over the failure of authorities to check spiralling fatal accidents and demanded a proposal from the government to prevent such loss of life.

A Bench comprising Justices Swatanter Kumar and H R Malhotra also directed the police commissioner and chief secretary, NCT government to file a detailed report on the number of deaths caused by road accidents during 2005-06. The slew of directions came on a report published in the Times of India on November 3, 2006 which had focussed on the rising number of deaths due to reckless blueline bus drivers in the capital.

The Bench was of the firm view that ‘‘it is time to introduce lane driving in the city and it should be made mandatory’’ on the lines of western nations, even as it indicated its concern by appointing additional solicitor general (ASG) Gopal Subramaniam as amicus curiae (friend of the court) to assist in the matter. “The Delhi government should place on record a complete proposal by which they want to control the cases of accident by January 25,’’ the Bench directed. It was particularly unhappy that the deaths were caused by rash and negligent driving of heavy motor vehicles and suggested bringing about a change in the design of buses used for public transport in the city.

‘‘All the buses should have steering at low level. The driver sits like a king at the top and their seats must be at a lower level...the bus stands are without any government personnel to monitor the movement of public transport system. Traffic and transport department should take initiative for this ‘’ the Bench said.

It added there was a need to introduce bus facilities to poor sections at subsidised rate so that they would not have to travel on bicycles which was very dangerous in present traffic conditions. ‘‘The government should construct a separate cycle lane for their safety,’’ the High Court added.

Thanks to honorable high court of Delhi for its decision about lane driving. Definitely lane can solve road accidents not completely but very much. But it is little bit unfortunate that our judicial authorities taking decision to manage road traffic instead of responsible authorities because it is mainly the job of traffic police department.

I want to suggest that Delhi traffic police should start a special drive against reckless blue line bus drivers because they create lots of problem by driving rashly.
