GOOD COP, BAD COP If any evidence was needed that some traffic cops are in league with Blueline drivers and operators who blatantly flout traffic rules, a senior cop has produced it. ACP H P S Gill, who blew the lid off the racket, has filed an FIR complaining of cheating against his colleagues in the traffic wing at Shakarpur police station. The racket involved forging records and allowing impounded buses to ply on roads. Investigations have revealed that about 121 Blueline buses were released using this modus operandi. In case of major violations by the buses, the traffic police cancels the permit and only the ACP has the power to decide for how long the permit should stay in freeze. The racket involved circumventing this process. According to the complaint filed by ACP Gill, he was on routine patrolling in east Delhi when he found a Blueline being driven rashly in the early hours of March 30. He asked his driver to overtake the bus (DLIP B/0628). When it was intercepted and driver Kundan Das Gupta was asked for the vehicle papers, he failed to produce any. Instead, he showed Gill four acknowledgement slips issued by Gill’s office in east district. The bus had been involved in a traffic violation on March 5 following which it had been seized by the police. Strangely enough, it was released the next day. Gill grew suspicious and checked the acknowledgement slip. To his shock he found it was invalid and not issued for that vehicle. Further investigations opened a can of worms. According to the FIR, one constable, Mahipal Singh, posted at Gandhi Nagar Circle in East Delhi, along with other policemen, had conspired with the bus owners for ‘‘illegal gain, defeating the aim of the traffic police’’ to rein in the killer Bluelines. Delving into specifics, the complaint said Mahipal Singh had in connivance with others prepared and issued forged vehicle release orders by tampering with diary entries. This was done with such finesse that it gave the impression that the ACP’s office had issued the orders, the FIR said. The FIR has been registered under sections 418/419/420/464 and 471 of IPC. ‘‘This is the reason why there is no decline in fatal accidents involving Blueline buses,’’ said a senior officer. Clearly above news shows the lack of responsibility in traffic cops. They (cops) allow killer drivers to start driving again instead of sending them behind the bars.
