Delhi
The capital, seat of political power, the satta game! Republic and Independence day parades. Golgappes. Punjabi Dhaba khana! Chandni Chowk, 10 Janpath! Cheap affordable housing. HOT SCORCHING summers, COLD CHILLING winters. Pollution. Not very friendly neighbors, Chai in earthern pots! Ambassadors (cars here!). Black Cats! Sonia Gandhi! Road Rage, Traffic Jams, but how good is the traffic sense here?

Smile Bus drivers told to wear uniforms

Delhi High Court on Monday cracked the whip on killer buses on the capital’s roads. It laid down various rules for their operation, making drivers pay challans from their own pockets, fixing their minimum educational qualification and prohibiting them from smoking or speaking on while driving.

The court said all drivers, private or those employed with DTC, will have to wear uniforms ‘‘preferably of grey and khaki colour’’ with their name and employee number on it. ‘‘All drivers employed by DTC or driving buses on permits shall wear uniform. They cannot smoke or speak on s when driving’’, it ordered, saying this would bring discipline and make it easy for the traffic police to regulate these buses.

It added that the fine for any traffic offence would be paid by the driver concerned and not by the employer. ‘‘The traffic department will keep a record of all offences committed by these drivers,’’ it said. Laying down the educational criteria for drivers of public transport in the city, the court fixed 10 plus two (12th pass) for bus drivers and tenth pass for conductors to be eligible to drive on Delhi roads.

The high court has also directed the heads of DTC and the transport department to ensure that drivers are trained regularly. ‘‘The next course must start in May,’’ it said.

DTC and STA have been asked to notify working hours of drivers and conductors. They have been asked to keep all new drivers on probation for two years and confirm them only if their record was clear.

The common practice of beating the sides of the bus and whistling by young helpers has also been banned after the court realised that it was a source of distraction for other drivers and had led to accidents. The high court reiterated the SC guidelines for Bluelines and stated that all buses must park in designated bays, drive within the speed limit in the bus lane and must not overtake other vehicles on the road.

The court also prescribed that bus stops be made disabled-friendly and free of all encroachment like hawkers, squatters, paan and water sellers, cobblers and the like.
