Age 18 is perfect...But there should be a practical test for checking driving skills. If there is any failure...you can call him 15 days later for driving test as well as delay in driving license paper.

Minimum age 18 alright in india but there should be minimum education. It should me mandatory for those who wants licence. Without education there is no need to issue driving licences.
