Bruhat Bangalore Mahanagara Palike (BBMP) rules explicitly state that parking fee for two-wheelers near shopping complexes and markets is Rs 1.50.

However, with a duplicate coupon in hand, you end up paying Rs 3, double the amount. If you dare question this malpractice, you will have to face beefy rowdies who verbally abuse and embarrass you in public.

Eventually, our vulnerable common man gives in and this seems to be the mantra at Jayanagar Shopping Complex, Shivajinagar and Russel Market parking lots.

The contractors, engaged by BBMP to issue parking tickets, seem too eager to make a quick buck before their tenure ends. Their modus operandi is simple, print duplicate tickets with the BBMP logo on it and charge double the amount.

One Gopal Patelgar, the contractor overseeing parking management around Jayanagar Shopping Complex and Russel Market, has been issuing such duplicate coupons for months. Sample this: original ticket charges for two-wheelers up to two hours is Rs 1.50; between two and six hours, it is Rs 4, and exceeding six hours, it is Rs 8. However, the contractor charges Rs 3 for up to two hours, Rs 5 for two and six hours and Rs 8 for exceeding six hours.


“When we, the BBMP imposed fine on him and assured that the tender would be cancelled. But the whole system restarted within few weeks. Possibly, BBMP officials are connived with the contractors,’’says Faiyaz, a salesperson, who is one of the victims of organised moneylooting.

Sometimes people at parking areas near Puttanna Theatre in Jayanagar just take money and do not bother to give coupon unless it is insisted upon. The boards carrying parking rates have either been vandalised or some colourful sticker has been put on it to conceal the actual charges.
