The capital of Madhya Pradesh is a fascinating amalgam of scenic beauty, historicity and modern urban planning. But when it comes to city road and traffic, do we call this modern urban planning?

Traffic violations lead to accidents

Every third driver or rider on the road is a traffic violator. These violators keep skipping traffic signals, break speed limits, do not wear helmets or do not fasten their seat belts. Many resort to `U' turns where it is restricted or over take from the wrong ends. Little realising that these smaller violations could well cost their lives dearly, but lack of awareness and little emphasis of the enforcing agency leaves them on their risk of life.

According to official statistics, more than 100 accidents are reported in the state Capital each month. More than five persons die while double the numbers are reported critically injured and recover with some sort of permanent handicap. Loss or damage to property is not under record of authorities. As cops express their genuine problems that they are over burdened in other routine and VIP duties, negligent riders have their story to tell.

To evade or to violate traffic rules is no more of braking law for people rather it is more of an enjoyment, and therefore come the punch line RULES ARE MADE TO BE BROKEN .

“Rahul Verma of Kolar Road” said that he faces problems in keeping the helmet while in college, so he approaches college through a route where police presence is remote.

“Jugal Kishore Sindhi” says he has to stop at all tea stalls to supply tea leaves and thus helmet is very inconvenient so he prefers paying Rs 50 once a month rather that wearing and taking it off every now and then.

“Shalini Singh” cannot afford to wear a helmet as her hairstyle is spoilt and then she could not move in her college.

Excuses of late arrival to the destination are most common among such rebellions, just to make their speed genuine. Easy roads turning into racetracks for youths and driving school for the school students make it evident that making fun of traffic rules and giving everyone else a hard job for controlling it, is what these literate rodies want.

Three people or more seating on a two-wheeler, driving without wearing helmet, speeding in a slow speed zone, overtaking heavy vehicles and many other ways of evading traffic rules are no longer seen as violation of law.

Every one has a genuine reason for violating traffic rules. But the enforcing agency is to be blamed directly for mainly two reasons. Firstly, cops are missing from traffic signal points and thus many skip signals, regular checking is not done and so many blatantly violate rules without being penalised.

Why drivers are not cultivating law-abiding practices is that low amount of cash penalties are imposed on violators on the spot. This is being promoted by police, because they get funds for utilisation in traffic works. If cops start a practice of challans to be paid in the Court, then these violators would abide by rules as they would have to face inconvenience in getting their vehicles released from the court. Such a practice could save lots of lives by evading accidents etc.....
