Ride your flyovers toll-free

PUNE: Motorists will be spared from having to pay toll or cess on petrol and diesel for using the flyovers being constructed by the Maharashtra State Road Development Corporation (MSRDC) in the city.

After a year-long debate on the issue, principal secretary of the state urban development department, Jayraj Phatak, has directed the Pune Municipal Corporation (PMC) to set aside Rs 10 crore in its annual budget towards the MSRDC's "estimated toll income".

The civic body will be required to make this annual payment of Rs 10 crore until the MSRDC recovers its expenses on the flyovers and bridges.

MSRDC managing director Ramanath Jha and municipal commissioner Nitin Kareer have agreed to this formula. Accordingly, on November 9, 2006, Jha communicated to Kareer that the MSRDC, which has so far spent Rs 103 crore on the ongoing construction of three flyovers on Ganeshkhind road, expects an annual toll amount of Rs 10 crore.

In a letter to the standing committee, dated November 23, 2006, Kareer upheld Jha's demand and sought the committee's permission to make a provision for Rs 10 crore in the annual civic budget on a regular basis.

The letter is scheduled to come up for discussion at the committee's meeting scheduled on Tuesday (November 28).The PMC is optimistic about the committee giving the green signal to the proposal because keeping aside Rs 10 crore from an annual budget of Rs 1,200 crore-plus is possible.

An officer said, "The elected members had earlier opposed imposition of toll and cess. There is no alternative but to allow the administration to pay the MSRDC through budget provisions."

On August 8 last year, the committee had objected to the MSRDC's plan to establish 14 toll collection centres because they were located within the city limits and could force the local citizens to shell out huge amounts towards toll.

Since the mechanism of repaying the MSRDC was not worked out, Jha had warned that the MSRDC, which has been awarded a Rs 260-crore project for flyovers and bridges in Pune, will not execute a new job in the city unless the PMC or the state government pays it Rs 100 crore.
