Parameters to construct New Roads - For Road Engineers
For the last one year I have been working as one of the Members of Construction Supervision Committee appointed by Mr. R.K. Khullar Commissioner of Municipal Corporation Gurgaon on 1.9.2009 as local area resident representative where the new roads are constructed by the Road Contractors .For the last one year I have deeply studied that the Corporation engineers have miserably failed to go by the tender specification and supervision while laying the basic layer of Water Bound Macadam of 100 mm Compressed thickness and subsequent layer of 50 mm of Bitumen Macadam and the finishing layer of 20mm. The quarry stone used by the contractor and site engineer was half the quantity specified for WBM .If the basic road ingredients are not used properly the road is not going to stand the one rain season.
Further I am also of the opinion that the city and colony roads should resigned according to new basic parameters as listed below: a) CBR (California Bearing Ratio) of the area b)MSA ( Million Single Axle) This is most important as the traffic load and flow has increased many fold since the old thumb rule was used.New technology and specification has to be used and implemented like highway design even for the colony and city roads. c) Use IS 2720 , IRC 37-(Indian Road Congress).for making strong and rain proof roads. d) Additives like Epoxy Resin ,Polyester resin, airblowing agents etc to be used for top finishing layers of the roads to improve the life of the road .CRRI may be consulted for enhancing the life of the roads.The maintenance cost will be reduced very much. e) Provide effective storm water drains along with every road to prevent water logging.It is one of the important design considerations. f)Switch to Concrete Roads.The modern concept is to opt for concrete roads which is one time investment as compared to asphalt roads.The extra construction cost is off set by the frequent repair cost of asphalt roads .If our CM Shri B.S.Hooda is thinking to construct air -concrete jungle for so called POD TAXI and investing the public money to the tune of Rs,5000 crore, he can easily construct more than 5000 KM of concrete city and colony existing roads (thickness of 100 mm to 300 mm with standard mix of cement sand and aggregate of 5to 10 mm thickness)of concrete thus rendering high speed roads with no craters ,no water logging,no snail speed ,no traffic jam.etc. g)Supervision. The department`s site and.executive engineers have to use their technical skill and ability in the road construction and offer the roads to THIRD PARTY mandatory stage inspections before declaring the road open to the public. h)Clearing The Road Area involving Coordination with other Departments.The roads are generally offered to the contractors having trees , encroachment, electrical poles,transformers ,manholes etc for which Forest Department,Electricity Department, Encroachment Cell, Health department are involved.The contractors are asked to start the road construction without clearing the area thus the road is half done and it is difficult to maintained the water level because they have to restart the construction when the area is cleared.
