Holiday for Toll Plazas Delhi --Gurgaon and Kherki Dhaula

The Toll Plazas are going to be Chronic Disease for Gurgaon which is perhaps due to BOT (Build Operate Transfer ) and PPP (Public Private Partnership ) type of Government Policy with the Contractors, without assigning the responsibility of defective Planning ,Designing, Engineering, not synchronizing with the City Roads and Arteries and the public have to bear and tolerate the defective road engineering till the lease period granted to the Concessionaires for 15 years is over The TOLL TAX is justified to be charged after rectifying all the defects faced by Commuters and Pedestrians and the local Traffic Police.

MAKE TOLL FREE The Governments (Centre , States and Highway and Road Ministry ,NHAI ,HUDA, HSIIDC combine) may make deferred or cash Payment to DSC Ltd the cost of construction of 27.5 KM.road (which is Rs.800 crore approximately) with the retention of repair and maintenance clauses and take over the charge of the highway and abolish or grant holiday for the payment of the Toll Tax by the passenger cars except buses, commercial vehicles, trucks of all types of trailers after making amendment to the obligation of statuary or legislation of the Contract.

The Road Tax may be nominally increased to recover the cost of the roads. The Government is supposed to provide good infrastructures and roads as provided in the budgets.(Rs.2,14,000 crore provided in the budget 2011-12 for Highway and Infrastructure)The Government should go with the PRINCIPLE of no loss no profit basis in the interest of the public and common man.. The present system of payment to the concessionaires by mean of Toll Tax collection for a long period of 15 years give rise to corruption and malfunctioning of toll plazas.

The highway / roads in Delhi and Gurgaon should be Thrown Open as toll free to the passenger cars as it used to be before Jan.2008.The Government should have tangible alternate to recover the cost through Road Tax system and solve the TOLL PLAZAS and City Traffic woes for ever by abolishing Tolls.


APPENDIX

Reason One

The local area problem is faced by HSIIDC to connect the Udyog Vihar road to the main expressway and this is not allowed unless Toll Road is made to pay Toll Tax.The dispute has cropped up that who will make 8 additional lanes for TOLL BOOTHS.Had there been one agency affair i.e. Government this problem would have not arisen. The money spent by HSIIDC on construction of this service road with the contribution of Udyog Vihar industrialists this investment is dead ..

Reason Two

Similar problem is faced by NPR (Northern Peripheral Road ) to join it before Kherki Dhaula Toll Plaza which is actually hardly 800 metres further away to Toll Plaza.The concessionaires insist that the road should pass before the TOLL only. The local area development is marred due to the TOLL TAX Barrier location .The concessionaires are restricting that all the city roads should meet the Expressway before Toll Plazas

Reason Three

It will be appreciated that the Express Way is partially used by Gurgaon Commuters from Delhi Plaza to Rajiv Chowk Exit 10 and thereafter there is very thin traffic going beyond Kherki Dhaula Toll Plaza.because there is no proper Exit Roads to go to Sector 10 ,Sector 9 , and Khandsa Road Industrial area.The Gurgaon commuters, therefore, have to take the wrong direction below Rajiv Chowk highway .and thus violating the traffic rules for which Traffic Police is helpless .

Reason Four

What is the idea of paying the toll by Gurgaon commuters at present ? The Toll should be charged from the Gurgaon commuters after making Proper Slip Roads,Service Lanes ,Signals,Signage, Street Lights ,FOB,Underpasses, and regular Connectivity to the City Roads by the authorities concerned (HUDA,NHAI ,MCG etc)

Reason Five

The Concept of NCR is grossly violated and not complied with. The Concept of NCR mooted to allow the free flowing of the traffic with in the adjoining cities of Capital Delhi like Noida,Faridabad, Gurgaon .There is no iota of doubt that putting Toll Plazas with in the 4 cities the idea of NCR is forfeited and there is a chaos of traffic at the Toll Plazas and subsequently in the cities.The Toll should be relocated at the entery and exit of Delhi ,Noida ,Faridabad , and Gurgaon. At least Kherki Dhaula to be shifted beyond IMT Manesar and Delhi

-Gurgaon beyond Kundli: There is 73.4 % increase in population (15,14,000 of Gurgaon during last 10 years). The road planners NHAI ,HUDA, HSIIDC Road and Highway Ministry should have accounted for the consequent rise of vehicles in the 4 cities .The Tolls are ,therefore, restricting and hampering the development of the City and and entrepreneurs are facing lot of road problems .Let the traffic move freely in the inter-cities. Gurgaon has several MNCs and auto and ancillary industries,IT hub , Cyber City and well planned Udyog Vihars in Haryana.( IMT Manesar, Roz Ka Meo,Bawal etc.)

Reason Six

Study the Statistic of Delhi-Gurgaon Toll Plaza: According to NHAI`s own data collected to increase the Numbers of toll lanes from 32 to 56 to handle the volume of the traffic instead finding other immediate solution, The problem is not going to be solved by giving stern warning of 30 days to the concessionaire .This is a big issue. For trial purpose STOP the TOLL TaX for six months and see the result. In stead of incurring the additional cost of land acquiring and construction of additional toll lanes and wasting time for construction , the State Govenments Haryana and Delhi may consider to compensate the concessionaire for the loss of revenue during this Trial Period .

Calculations

The following calculations are made in the ideal condition and with an assumption of equitable flow of traffic through all the lanes and uniform flow of vehicles (which is not so at any point of HOUR )The cash paying vehicle MUST be Cleared in 11.5 SECONDS. Is it possible manually? This is possible only in the automatic cash toll collecting system as is used in other advanced countries.

a) Present volume of traffic is 2,00,000 per day
b) The present tag holders are 40% and rest are Cash Payment .i.e 80,000 tag holder vehicles and 1,20,000 cash paying vehicles are passing through 28 lanes (after adding 24 lanes ) . If 50 %of the lanes are dedicated to tag holders for 18 hour ( office timing )i.e. 2857 vehicle per lane .or 158.7 per hour or 2.65 per minute per vehicle or 0.04 per second per vehicle or 22.64 seconds per tagged vehicle.This is possible because the retention time is 6 to 8 seconds per tagged vehicle (for proposed 56 lanes.)
c) For existing 32 lanes and if 16 lanes are dedicated to tagged vehicles the time required by each vehicle will be 13.5 second and scanning can be complete in 13.5 second.
d) If the volume of tagged vehicles go upto 80% from 40 % the tag time required will be hardly 6.5 Seconds.Beyond this 80% tags vehicle it will be break even point .

Calculations for Cash Payment for 32 lanes

Cash Payment lanes This is the real problem for handling cash for balance vehicles of 1,20,000 for 24 hours and 16 lanes then 5.2 vehicle will be passing per minute per lane or 11.52 seconds per vehicle per lane .The process of cash collection should not take more than11,52 seconds in a very ideal condition.It wll be appreciated that it will take more than 11.52 seconds for cash collection hence Automatic Cash collection system should be considered.

At the end all development projects must benefit the common man and roads and expressways should de-congest the roads by removing all barriers in the FAST developing cities adjoining to Delhi.
