Hello friends,
i am sending u details with referance to above subject, which needs investigations and answers. 1. Chembur Santacruz flyover’s section one work at Kurla Depot is at stand still since more than a year and only 30% of the total project is complete, even though 2250 out of total 3250 projected affect people r already resettled and also though this project should have been completed in 24 months from September 2003 when the project started. According to the interview which Mr. Chandraseker of MMRD gave to AAJtak on Aug 2, 2006 11:30 pm in program metro section, “ he accepted that the work has been on stand still for 6 months and now it will be completed only in 2008 ” but till today the work has still not yet started. 2. Though MR. Chandrashekar had said in the said interview that work is stopped because of resettlement problem but ground realities say some thing else, a). Shopkeepers at kurla depot who r affected by the project and who own small shops and r completely loosing their shop in the project, have already been given alternate accommodating months back in posh Bandra-Kurla Complex and presently r enjoying both new as well as old premises which r yet to be demolished. b.) Shopkeepers who own big shops, r partially losing their shop and r ready to accept whatever is left behind and wish that the flyover project gets complete as early as possible so that they could resume their business which is closed for last 3 years as the road was closed because of the project and just recently a month back have started. c.) Hundreds of families from Buddha nagar at Kurla west, etc r already sifted to Mankhud last year, for making space for the flyover. Each hut man of this slum colony had been given a flat of 225 sq. ft. as per government rules, but still all efforts had gone in waste, with the work being halted. Also it is noted here that space thus vacated for the project which is just adjacent to C.S. T. road, is not guarded and faces risk of another slum getting developed if project is not stated immediately. A 175 corors project, including 40 corers to be spend on resettlement of project-affected people. Thus is so much is already done, then where the question of resettlement problem comes, at least the problem is not there in section 1 of the project. 3. Funds could not be a problem in this project because world bank is funding, though their flow of funds were frizzed for a brief period, just recently between 1st march and 1st July 2006 but section one work is at stand still for more than a year. It is to be noted that even in the period when World Bank funds were frizzed, work in section 2 of the project was never stopped and was going on though at a slow speed. 4. Nawab Malik, the local MLA of Kurla also former Urban Development minister of congress-NCP government had started this project as his dream project. This project is a prestige issue project for Nawab Malik as on commencement of this project, he had spend tons of money for his personal publicity, by putting life size hoardings, numbering into hundreds, on every junction of Kurla but today then the project work is at stand still, not a single board could be seen at any of the site, giving details why the work is stopped and when it will get completed. Neither Nawab Malik nor MMRD is bothered to inform public about the situation. 5. Construction work is undertaken by MUTP and its engineer in charge stated that there is no technical fault in the project and there is no reason for work to stop. All this concludes that there seem to be no specific reason or rather some mysterious hidden reason for this delay and stoppage of work. MMRDA is not able to give any specific reason for work being stopped at section one. Surprisingly Section 2 must have had resettlement problem but that work was never stopped. We need to force authorities to stop playing with public money and resume work in the project immediately. . Total project is divided into 2 sections. Under first section flyover starts before Kurla Depot, crosses L. B.S. marg depot junction, crosses old agra road and section one of flyover ends before LIG colony near Kurla railway tracks. Work is at total stand still in this section for more than one year. Section 2 of flyover starts from LIG colony kurla west, crosses Kurla west-east over railway lines and coming down near Kurla railway Terminus (Tilak nagar) near western express highway and one arm coming down at Kurla east Nehru nagar. Work is being carried out over here at a very slow speed with just 5 to 10 workers r seen working at this spot near LIG colony kurla west. Utility of the flyover. This is suppose to be a five star flyover with multi layer flyover funded by World bank Thus making convenient and saving time by hours of all commuters from western suburbs, who wish to reach Kurla Railway terminus, chembur, Navi Mumbai or wish to leave mumbai by road via Navi Mumbai and vise-versa. This flyover will also reduce traffic congestion at Sion junction and Ghatkoper, as at present these r only link used by commuters especially those coming from south mumbai.or from western suburbs between Bandra and Andheri. Also flyover could be a life saving flyover for patients especially heart and stroke patients, who could cut their hospital travel time for reaching from Chembur, Navi Mumbai etc to hospitals like ‘Asian Heart Hospital’ at Bandra Kurla Complex’, or ‘ Lilavati’ at Bandra west, or ‘Hinduja hospital’ at Mahim which r the best in town and r situated at western suburbs, as there is not a single renown hospital of this standard at chembur, Navi Mumbai or areas beyond that.
